How long does the effect of alcohol last? The effect of alcohol use is felt after seven to ten minutes after use and can last for hours depending on the amount consumed. From whom do teenagers learn to use Alcohol? Teens become aware of alcohol since infancy through various channels such as; their families, their society, television, and advertising. Research on alcohol and drug use has further indicated that, by the time one is five years of age he/she already has a formed attitude towards alcohol. Similarly, teens acquire an awareness of alcohol through, observation when in the family and with friends and through own experiences (McCreanor Hutton, 2013). Why does Teenager use Alcohol? Teenager may use alcohol for various reasons which include; To celebrate a special occasion such as a graduation, birthday, or exam results. To earn a rebel. To fight boredom. To feel order. To be accepted in a group and have an identity. To release stress may be after exam period or relationship break-up. To feel confident. To adjust to hard situations, or cope with rejection or issues of self-esteem or to relax. What are the Risks of Alcohol use Among the Teenager? Alcohol has numerous effects on teenagers and includes (Chisolm Marshal, 2014): Poor grades in school, alcohol affect memory thus teenager who uses alcohol have a short memory. Thus, they have difficulty in remembering what they have learned. Hangover is a consequence of alcohol poisoning. As a result one become dehydrated hence, suffer from a headache, and a feeling of sickness. Immoral behaviors and unsafe sex. Alcohol use leads to the poor judgment which leads teen to unsafe sex hence crisis of unwanted pregnancies and sexually transmitted infections. Development of mental health problems and Anti-social behaviors. Constant and heavy drinking leads to brain damage thus resulting in mental problems and anti-social behaviors. Premature deaths. Alcohol contributes to road accidents, violence, and suicide tendencies hence risking the life of teenagers. How does one Assist a Teenager who is using Alcohol? One may request the Teenager not to drink and advice him/her to read on the risks of alcohol use. One may suggest they opt for non-alcoholic drinks. As a parent, one must set rules that control the teen's movement. Advice a drinking teen never to drink and drive. As a parent, one must be patient with a drinking teen and contemplate sending him/her to a rehabilitation center. Assist the Teen to develop other hobbies and interest apart from drinking. Show them love and care a parent and wait till they are sober to discuss their drinking habit. In the case of danger when the teen is drunk call for an ambulance and accompany them to the hospital (Pape Storvoll, 2015). My story As I begin this assignment, I really don't know what to write. Should I begin with how I was born and rise up in a country that is far away from American? Maybe talking a little bit about my background will help my classmates get to know who I am, and that is the least thing I can do now. I was born in Saigon City, Vietnam, a country located in Southeast Asia, within a big family. My parents have five elder brothers, two sisters before they have me. I had problems after my birth; a little disorder (nothing serious) in my brain caused me some troubles and worry to my parents. It took three years to be cured through continuos visit to my doctor in Saigon City. Those days were really difficult not only for my parents and me, but also for the whole family too because I was submitted to terrible exams according to my age. My family thought that I wouldn't be able to grow up like other normal kids. However, with the praise of every member in my family, I was healthy after all. By the time I was ready for kindergarten, my two elder brothers allowed to come to the United States to study aboard. This was a big change in my family because my parent wanted to save money for my brothers' education. Therefore, they sold our house and asked my two elder's sister to help them with our family business instead of going to college. The clearest thing I remember about this issue was my sisters not happy with this decision. However, in my country, the idea of women with high education isn't expected as compare to men. Therefore, I think it is the tradition that effects my parent to decide this way. As for me, I continue to grow through school and the love of my parent. In the school I spent wonderful times with my friends. I used to participate with my group in mom's day every year dancing. At the same time, I also started to go to my ballet classes. First my mother sent me because she wanted, and when she decided to put me out of my classes I asked her not to do that. According to my mother, I quit everything to go to my ballet classes, and never I refused to go. I studied seventh to twelfth grades in the Tan Hoa School. It is an all girl school, and I recall those moments as if it were yesterday. In this school I can say that I made real friends. We were only twenty in my class so we were like a big group of friends. Since we were so little, we all knew what was happening in everybody's life. We did all kind of fun things, all types of mischief. We laughed, cried, fought, and made peace. Being among a lot of girls, I must admit, can get to be quit complicated. However, I wouldn't change one day or any of my friends for anything in the world. It is great to know you have people you can count on always. Sadly this time passed very quickly and before we knew it we were on our graduation to different colleges. I was lucky enough that my parent let me to come to the United State to study. Perhaps I have to thank my two sisters who are not allowed to go to college, now that my parent want to make up for them by sending me to study college aboard. By doing this, I think they show them that they aren't favored their sons over daughters. Another reason, maybe I'm the youngest in the family and bad thing happened to me when I was born. I don't know what is the real reason but I am thankful my parent for giving me this opportunity. As soon as I come here, I start by taking English course. I had a wonderful time, but at the beginning was really hard. The Hubble Space Telescope Essay The Hubble Space Telescope is a telescope placed in orbit over our planet’s atmosphere. This particular positioning (outside the earth’s atmosphere) allows the set of device to take sharp optical images of otherwise very faint spatial objects. The telescope was named after Edwin Hubble, the person who is responsible for discovering galaxies outside the milky way. Engineering of the Telescope The design of the telescope consists of several parts: Optical Telescope Assembly The most important part of the Hubble Space Telescope design is the mirror and optical system. Because they are designed for different functions, there are significant differences of the Hubble Space Telescope design compare to general telescope. A general telescope is designed to observe objects illuminated with visible light, thus, the mirror of the telescope needed only to be polished to and accuracy of one-tenth of the wave length of that visible light (Spitzer, 1979). However, the Hubble Space Telescope was designed to capture object illuminated by lights ranging from ultraviolet to near-infrared. Thus, the mirror of the telescope needed to be polished to an accuracy of 1/20 of the wavelength of visible light (Burrows, 1991). It was realized that the polishing job would require extreme precision and the assistance of sophisticated tools and gadget. Thus, the polishing was performed by Perkin-Elmer, using computer-controlled polishing machines. In pursue of accuracy, Perkin-Elmer spend more than a year to complete the polishing stage. In 1981, the mirror was completed with the addition of a reflective aluminum coating 75nm thick and a magnesium protective fluoride coating 25nm thick. The additional coating was installed to increase mirror’s reflectivity in ultraviolet light (Burrows, 1991). II. 2. Ground Support The role of the ground support system of the Hubble Space Telescope was performed by the Space Telescope Science Institute (STScI). Operations of the Hubble Space Telescope are monitored 24 hours a day by the Hubble Flight Operations Team which consist of four teams of flight controllers. The engineering support required for the operations is provided with NASA at the Goddard Space Flight Center in Greenbelt, Maryland (STScI, 2003). The ground support team has had some incident relating to the delay of Hubble’s launch schedule. The launch was delayed for four years to account for the Challenger disaster. The mirrors and other instruments were to be kept in clean rooms until the rescheduled launch. In 1990 however, when the launch was finally performed, the dust that has accumulated on the mirror required nitrogen dusting and the system needed to be tested extensively again to ensure safety (STScI, 2003). II. 3. Spacecraft System The designers of the project stated that the spacecraft that carried the Hubble out to space was considered a big engineering challenge. First and foremost, it must have the capability of enduring the major changes in temperature, as the craft would pass through direct sunlight as well as dark areas of Earth’s shadow. The spacecraft must also be stable enough to allow extremely accurate pointing of the telescope. Finally, a shroud of multi-layered insulation was installed to keep telescope’s temperature stable including a light aluminum shell. An interesting short story is "Letters from The Samantha" by Mark Helpin. This story tells the fascinating tale, in the form of never sent letters, of an ape brought aboard an iron-hulled sailing ship in 1909 by Samson Low, the ship’s captain. Although the author makes a point to tell the reader, through Samson Low, that the animal does not symbolize anything or mean anything, in fact, "He stands for nothing" (280), several arguments can be made to contradict this. One could argue that the ape symbolized the untamed and rarely used wild side of Samson Low through a comparison of their personalities, appearances, and the way they are treated by others. Samson Low was a captain of a ship owned by the Green Star Line. He is a stickler for rules and the proper code of conduct. When writing to his company, he reminds them of "the complete absence of disciplinary action against me" (271). This serves to highlight that he has never been in trouble or bro ken the rules. He is comfortable and comforted by his pattern of obedience and thinks others must be as well: "Though my subordinates sometimes complain, they are grateful no doubt, for my firm rule and tidiness" (271). His ship is always on time or even ahead of schedule. The picture painted is of a steady, reliable, conservative man who always does the appropriate thing in a situation. However, a typhoon the ship sails through reveals a different, less predictable side. When describing the typhoon, Samson thinks, "I confess that I have wished to be completely taken up by such a thing, to be lifted into the clouds†¦" (272). This is hardly the thought of a truly buttoned-down man. He also imagines surrendering to the seas, "But I have not, and will not." (272). While he seems content with his life, Samson Low’s secret yearnings sometimes show through. It is because of this Samson seems jealous of the ape and the things it has experienced. Sa mson has only dreamed while the ape has actually lived. The ape, when first aboard, climbs the rigging to the highest point from there he has a total view of the ship below and all that goes on much like a "pharaonic" captain would do. While in the rigging the ape shrieks and hollers frightening the crew until the captain climbs up to it.

The key aspect of the Act was to overhaul child protection and chilren’s services in the UK. Every Child Matters has been futher developed through the publication of the Children’s Plan 2007 which sets out to improve educational outcomes for all children. Race Relations Act 1976 and 2000 This places a statutory duty on schools to promote race equality. It makes it against the law for a person to be discriminated against, whether directly or indirectly. Schools are expected to improve the educational achievements of all children and to promote equal opportunities and good relations between different racial groups. Schools are also required to have a race equality policy which is linked to an action plan. Disability Discrimintaion Act 1995 and 2005 This made it illegal for services (shops and employers) to discriminate against disabled people. According to this Act, a person has a disability if ‘he /or she/ has a physical or mental impairment which has a substantial and long-term adverse effect on his /or her/ ability to carry out normal day-to-day activities’. Now it is a statutory requirement to encourage the inclusion of children with disabilities into mainstream schools. The Disability and Discrimination Act 2005 builds on the 1995 Act by requiring all schools to produce a Disability Equality Scheme. This must set out ways that schools promote equality of opportunity and promote positive attitudes towards pupils, staff and others who are disabled. Also, there must be an Accessibility Plan in place which identifies how th school will increase access to the curriculum improve the physical environment and provide information in a range of ways to meet the needs of individuals with diability. SEN Code of Practice 2001 The Special Educational Needs and Disability Act 2001 strengthened the rights of parents and SEN children to mainstream education. It made significant changes to the educational opportunities that are available to children with disabilities and special educational needs. Human Rights Act 1998 The United Nations first set a standard on human rights in 1948 with the Universal Declaration of Human Rights. In 1998 the Human Rights Act gave a further legal status to this. We always have to be aware of the needs of different pupils, whatever these may be. These may become more apparent as we get to know individual pupils. These who may be vulnerable could include pupils: – pupils with special educational needs – those who speak English as an additional language – who are new to the school – pupils are gifted and talented – whose culture or ethnicity is different from the predominant cultture of the school – who are in foster care – whose parents’ views are not consistent with those of the school. 1.3The importance and benefits of valuing and promoting cultural diversity All schools must be aware of the importance of valuing and promoting cultural diversity. Most schools are actively include a number of strategies to ensure that children from all cultures feel welcome in school. Did Racism Precede Slavery?

ESSAY There have been debates among scholars over whether racism preceded slavery or vice versa. Present an argument on this question using course materials (lectures, readings, film) While some argue that racism preceded slavery, I firmly believe that racism did not precede slavery. Before examining the reasons behind my opinion, it is important to note how race feeds into racism, and how slavery then latches on to racism. Race is a socially constructed idea through which a hierarchy largely stemming from the fairness of skin color is formed.As a result, different racial groups are formed with the White race occupying the top position of this hierarchy. Because of this skin-color based hierarchy, White people developed a sense of superiority and dominance over the Black people who lie at the bottom of this hierarchy. This perception of being superior and dominant over another race based on this hierarchy is racism. A connection between slavery and racism can then be formed when the White elites decide to only enslave the Black people when they feel their dominance and superiority is jeopardized in one way or the other.Therefore, the components of racism and slavery together form racialized slavery. Holistically speaking, a three-part system involving race, racism and slavery is effectively formed. While keeping components of this system in mind, it is also necessary to consider how money, productivity and social relations influence my view. When British settlers entered the New World, among their priorities was to hire relatively inexpensive slave labor to generate profits for them. While the freely available, local Native Americans were auditioned, the White settlers realized they had to look elsewhere.Native Americans died via diseases contracted by White settlers, and as a result were neither fully adaptable to slave labor nor productive. Instead, White settlers turned to indentured servitude. As discussed in lecture, indentured servitude saw White settlers import fellow British people and ordered them to work like slaves on cheap, 5-7 year contracts. However, this method of labor was not entirely successful since indentured servants too contracted diseases from settlers and died in numbers, while settlers also couldn’t dictate work conditions once their contracts expired.At this point, the frustrated White settlers wanted to bring in a people on whom they could place unlimited workloads to maximize productivity. This was when the British settlers turned to the African market. While the first British colonialists arrived in 1607, the first Africans were not brought in until 1619. (Week 3 powerpoint, â€Å"slavery-1†, slide 7) It is thus wrong to say that racism prompted and preceded the enslavement of Africans, since it was instead the failure of the Native Americans along with high mortality rates and contract laws of indentured servants that preceded and induced the enslavement of Africans.Moreover, the desire to becom e wealthier, not racism, convinced White settlers to enslave Africans. After failing with indentured servitude, White settlers imported Africans in pursuit of maximizing productivity and consequently receiving higher profits. As we discussed in class, planters in Virginia were aware of the rewards they could reap by enslaving Africans. Unlike the indentured servants contracts that limited the duration of work summoned by White settlers, enslaving Africans meant that planters could put no limits on the amount of work and time they ordered of them.Therefore, the more work you assign to slaves for much longer periods, the more productivity you get, and the more money your plantation gets you. On top of this though, planters also wanted more slaves to increase the supply of money they ultimately received. Accordingly, â€Å"state laws adopted the principle of partus sequitur ventrem- the child follows the condition of the mother regardless of the race of the father. † (Cannon, 19 93, p. 415) Thanks to this law, enslaved mothers gave birth to enslaved children who went on to become extra pairs of hands on plantations.In the case of children being enslaved because of their enslaved mothers, racism once again does not precede slavery. Since child enslavement holds â€Å"regardless of the race of the father†, (Cannon, 1993, p. 415) it is the mother’s status as a slave and not race that precedes and assigns the same title to her children. White settlers wanted enslavement to be cyclical, and it is for this reason why enslaved women were valuable; they produced and reproduced. Although African enslavement eventually became slavery as torture only applicable to Africans, racism does not precede slavery here.As more Africans were imported for enslavement purposes, the White elites’ fears exacerbated. Even though African enslavement was the principal answer to increased wealth for White planters, indentured servitude was not extinct. Friendships between Africans and lower-class Whites existed, and the White elites were concerned these alliances would undermine their summoning powers and provoke a class insurrection. It was at this juncture in 1660 that racialized slavery in Virginia (Week 3 powerpoint, â€Å"slavery-1†, slide 7), a product of components in the system, was only specific to the Africans.Not only did racialized slavery prevent a class conflict between Whites, but also brought racism to the fore. As a system component in this case, racism is a perception of superiority and dominance from the White elites’ to the Africans. Hence, racialized slavery again supports my view since it was the enslavement of Africans and their interactions with lower-class Whites that preceded and incited racism. One can easily get confused by racism and slavery, and claim that slavery would never have occurred without an onslaught of racism.However, the series of events involving White settlers, Native Americans, indent ured servants and imported Africans are most logical when we argue that racism did not precede slavery. If the White settlers were racists ever since they arrived in the New World, indentured servitude would never have existed. Without the interaction of Africans and lower-class Whites, racialized slavery would not have been legitimatized, and Black people would not have been historically associated with slavery the most.

This relatively new blood test, which stands for ‘b-type natriuretic peptide serum,’ measures the level of a hormone released when the heart chambers stretch larger than normal.† This writer makes the mistake of implying that the blood test is an abbreviation for â€Å"b-type natriuretic peptide serum.† But it is BNP, the preceding initialism for the test, not the test itself, that represents the full name, and that distinction must be explicit: â€Å"What is a BNP? Challenges for SMEs in Vietnam and Korea Recommendations for the government/policy makers Properly aware and assess the roles of SMEs and start-up firms in the national economy system The Korean government soon realized the roles of SMEs, especially start-up firms in economic reform after the financial crisis is 1997. They published some Law and Regulations on SMEs support since the end of the Korean War, some of which are the SMEs Bank Law (July 1961) and the SMEs Cooperation Law (December 1961). In addition, the governmental institutions and banks to support SMEs were born really soon, they were able to merge into a comprehensive and trustworthy â€Å"system† to maintain the health of SMEs. This reflects the early awareness of the Korean government in the roles of SMEs. In Vietnam, the roles of new enterprises need to be further considered. Besides the measures to enhance the performance of state-owned enterprises, we need to have intensive measures to support SMEs, especially start-up firms because they are the strategic instrument in economic growth. Obviously, when joining WTO – an international playground, SMEs in Vietnam in its current state w ill find it hard to compete.. To fully aware of the condition as well as roles of these enterprises, we need to conduct surveys and researches to find out at which proportion SMEs have contributed to the country’s GDP and other growth indexes. Further, we based on these indexes to evaluate the potential and at what extent the establishment of new firms can reinforce the growth rate of the economy as a whole. Create a suitable environment for SMEs and start-up firms Since the very beginning state of economic reform, regulations concerning SMEs and start-ups activities were clearly and specifically declared. They were also improved through times to adapt to the economic and social conditions of each time phase. Besides the synchronized legal environment, they also own a set of solutions for SMEs: since they start the business till dismissal. The Korean government always tries to create favorable business environment for the growth of start-up firms and SMEs. To minimize the gap between chaebol firms and start-up firms, the government established many institutions and associations to support start-ups firms, namely SMBA, SMBC, KOTEC†¦ as well as provide guarantee for these firms to receive funds from commercial banks with preferential interest rates. When SMEs encounter hardship during operation, the government also comes up with business incubators to help them overcome problems by legal consulting, opening fairs, malls to increase the chanc e of trading and finding business partners. For any nation in the world, favorable business environment is the basic factor, not only for SMEs, but also for big corporations to grow. Vietnam is no exception. Nowadays in Vietnam, the business environment is thriving more than ever before. Business law, finance law, credit monetary trading, labor situation have been improved a lot with the foundation, adjustment, supplement of the Business Code 2005, Investment Code 2005, State Bank Code and Credit Institutions Code 2003†¦ These Codes basically have no discrimination among different business sectors. Moreover, we also have other regulations concerning the operation of SMEs, namely Official Letter No. 681/CP-KTN on June, 26th 1998 by the Government Office on strategies orientation and SMEs development policies, Decree No. 90/2001/ND-CP on November, 23rd 2001 on support SMEs. These regulations only emphasize on the most basic matters and have yet compete or consistent. Also, the management level is still not flexible in apply ing those regulations, leading to redundancy in procedures and confusion in dealing with the legal system. Discrimination between big corporations and SMEs is another factor with negative impact on the business environment. Although the policies of the government clearly state that all business sectors needed to be equally treated, there still exists discrimination from some government officials in bank loans, access to preferential policies, land use, information access on exporting market, staff training Moreover, the social environment also has trong impact on business operation of highly sensitive firms like start-ups and SMEs. That is because there still exists some obsolete prejudice on these firms such as counterfeited goods, smuggling or commercial fraud. Support start-up firms in terms of financing It is safe to say that funds is the most severe problem for entrepreneurs when starting their own business. There are already countless enterprises each year failing to come alive or going bankrupt since the very beginning of operation due to lack of capital. Therefore, support from the government is highly essential for SMEs, especially start-up firms. These support can be implemented by a number of ways, suggested as below: Develop finance investment firms and establish credit guarantee funds It is clear that we soon need to establish credit guarantee funds for SMEs and start-up firms, for them to access to finance when they do not have enough resources for mortgage, pledge, or lend from banks and credit unions as raised in Decree 90/2001. The credit guarantee funds like KCGF, KOTEC and SMBC in Korea are able to guarantee start-up firms for short-term, mid-term and long-term loans for the feasible ideas and business projects. At the same time, they share risks with credit institutions in case of default risk from SMEs The lessons from Korea and other developed countries like America, Taiwan show that credit guarantee is considered one of the most effective measures to improve the capital of an enterprise, and Vietnamese enterprises are no exception Loosen the lending requirements Our government should adjust policies on mortgages for loans. Currently, most start-up firms find it hard to access to commercial bank funds because they own no or little assets. In addition, the requirements on mortgage is too high to meet. One example is most commercial banks use land use right as mortgage, which is quite impossible to afford for these types of firms. The recommendation for this is, in some specific cases, banks can assess the potential and value of feasible business projects to minimize their risks. Banks in Vietnam can learn from KOTEC in Korea, where they have a set of technical and commercial criteria to rate a firm before providing funds. Firms guaranteed by KOTEC also have higher chance to survive in the long run, which means their assessment is highly effective and we can learn a lot from their system. Besides, venture investment funds should be encouraged to grow, especially foreign investment funds. Expand forms of financial lease Expanding forms of financial lease is a useful solution for firms to overcome their own problems on financing for technology. Financial lease is an intermediate form of long-term credit, where those demanding funds do not receive cash to purchase equipment and asset but directly receive the demanded asset. The leasee periodically pays fee and buys the whole asset after a specific amount of time. However, in Vietnam, both the government and enterprises have yet aware the strength of this form, so it has not been fully developed. According to the studies â€Å"SMEs development process† of the Development Loan Program for SMEs in Vietnam, there currently exists many obstacles in developing financial lease: (i) lack of legal procedures, regulations and policies for this matter. The funds of the leasors are also very limited due to the strict regulations of the State Bank of Vietnam, (ii) the enterprises are still short in full knowledge and awareness of this practice’s adva ntages, (iii) lack of complete agreement between the leasors and the government as the base to develop policies on this. Towards the current state as mentioned above, the government needs to look into and adjust the regulations to ensure a competitive yet favorable business environment for the financial lease corporations, which can solve the financing problem for SMEs. Develop other financial services Commercialize the debt market: Currently, corporations have increasingly appropriate funds of others, making lots of SMEs fall into the â€Å"artificial funds shortage† situation. Sometimes, commercial banks have to hold loans but cannot receive principal before maturity date. Commercializing debts will help SMEs escape from the pressure of variable capital, for instance, through discounting financial instruments like negotiable certificate of deposit. In many other countries in the world, this practice is quite popular but it is fairly new for enterprises in Vietnam Boost the performance of financial institutions: we can do this by increasing the equity of credit institutions, creating capacity to improve performance and adapt to risks. Simultaneously, they can completely handle overdue debts by developing mortgage handling enterprises and buying back mortgages, collateral from commercial banks. This research applies a remote-monitored system towards the financial markets on the basis of international standards. Encourage the growth of financial consulting services, accounting, auditing and related services for financial problems of SMEs Preferential tax, charges policy The government can also establish more preferential policies for SMEs on credit, tax in a simple way. We should also avoid excessive yet inefficient tax policies, which leads to difficulties in manage and implement those policies. Recommendations for start-up firms/SMEs Build their own finance capabilities Besides the government policies and support on finance, start-up firms also need to take advantage of this opportunity or else it will go to waste. Currently, the roles of SMEs and start-up firms are gradually realized by the government and the society. The social development strategy nowadays also pays special attention to SMEs. Therefore, those firms need to take good advantage of these chances. In the meantime, start-up firms can have easy access to the credit funds from banks, financial institutions, financial lease firms The enterprises can also increase their funds by seizing investment opportunities from other sources. Through the foundation of feasible and persuasive business plans, firms can entirely raise funds from venture investment funds or crowd-funding. By cooperating with other firms, SMEs can enhance their manufacturing process by solving the obstacles together with each other, best exploiting their capacity and cooperation, developing the domestic and foreign business network, as well as jointly combating the competitive pressure from big corporations. Raise their management capacity SMEs need to have their own business strategies to enhance the human resources and management capacity in a global economic context. One of the weaknesses of SMEs in Vietnam is the human resources problems. They lack properly trained labor to meet the requirements of technology application, foreign language, business knowledge, Internet access†¦ The business management system is pretty obsolete and incomprehensive. Therefore, business owner and the management level need to apply modern management system, focusing on knowledge on market, the legal system, technology application and building their own business culture and ethics: honest about the products, fair competition, compliance with the law, responsible for the customers and the society, and build trust with the customers. For the labor force, we need to have scheme to train them properly with the most update techniques and information possible. The enterprises also need plans to attract highly-trained employees by their salary, bonus, allowance, promotion†¦ policies. Besides, strong business culture is also necessary to establish and develop. Actively access technology Firms on their own should actively seek new opportunities to get access to new technology and equipment. Then, they can flexibly apply technology transfer to create more added value. Also, focusing on developing technology infrastructure to apply e-commerce business is popular in the recent years. On material, one way to exploit this is to make full use of the global sources of material, another is to consider using existing materials, which means diversity and stability sources of materials for manufacturing. On technology, SMEs need to go in full swing and use their existing dynamic spirit to grasp and seize rare opportunities on technology. One huge obstacle for enterprises in this matter is limited capital, however, as mentioned, SMEs have many ways out. They can use the government support, cooperate with other larger firms, transfer from foreign enterprises, participate in science fairs†¦ In specific, SMEs need to construct and develop their own information infrastructure to push information technology application and apply e-commerce. Investing in these is proved to cost reasonably but bring high efficiency. It can saves energy and cost for an enterprise, which lifts the management efficiency but at the same time, it can quickly grasp and exploit the market’s information, helping the business activities more professional and flexible. Focus on market research, export promotion, brand and image building Focusing in market research Start-up firms and SMEs need to vigorously improve on market research after Vietnam has joined WTO. Only thorough and detailed market research brings a well-rounded business plan. In the context where resources and capabilities is limited, they need to cooperate with the authority and government in pushing e-commerce, searching for market information through the Internet, as well as joining in knowledge sharing in different prestigious association. Enhance brand investment Almost SMEs in Vietnam are not fully aware of the importance of brand building and protection. In the next few year, when we penetrate more into the global economy, this can be a huge risks as there will certainly be many more conflict and disputes on brand. Therefore, SMEs need to have their own strategy for brand right now. Those enterprises need to have well-rounded knowledge about brand. Training for staff to aware of the importance of brand and reputation is vital. In the global context as it is today, when the brand of SMEs in Vietnam have yet owned a strong position in the domestic and international market, support from the government and other large corporations in brand building in of great importance. Ignoring this stage in the business plan means they actively put themselves in difficult situation later. Their competitors may use this to destroy the company. Actively apply international standards in business activities As analyzed, one of the biggest challenges for SMEs in Vietnam to penetrate into the international market is the international trade standards. Every countries and trade organizations in the world have their own set of regulations concerning the products’ standards. During the integration process, it is compulsory that start-up firms and SMEs in Vietnam should compel with these regulations. The lessons from Korea shows that, applying international standards in manufacturing and trading helps raise the export volume of SMEs in this countries. Therefore, it is essential for enterprises to actively apply these standards in their business activities. Depending on the requirements, the selected countries’ rules and the firm’s capacity, the firms can freely choose the standards like TQM, ISO 9000, HACCP, GMP, ISO 14000, SA 8000†¦ Besides, we need to understand and adapt to standards in hygiene, safety, rules on packing and marking†¦ These international standards can be an obstacle for SMEs in Vietnam in the short run but they will definitely bring practical value for them, helping them to strongly thrive in this most stable way.

The Howard Stern morning radio show has been the most successful radio show on the radio for some time now. Howard Stern created a show unlike any other; it is a morning radio show that has it all. The show has interviews with famous people, listeners can call in to the show with there opinions, current news, and most notably its sexual content and controversial opinions on what is happening in the world we live in. The show has always pushed the limits of freedom of speech while at the same time opened new doors and ideas within the limits. Currently in our country this show has become under fire by our government and is very close to being taken off the airwaves. This is just one show that is in jeopardy of being taken off the air.   Ã‚  Ã‚  Ã‚  Ã‚  Recently our government through its administrative agency for communications, the FCC, has decided to send a message to the corporate media to clean up their broadcasts. The FCC defines indecency as: 1. An average person, applying contemporary community standards, must find that the material, as a whole, appeals to the prurient interest. 2. The material must depict or describe, in a patently offensive way, sexual conduct specifically defined by applicable law. 3. The material, taken as a whole, must lack serious literary, artistic, political, or scientific value. The fine for broadcast indecency has been raised to $275,000.00 from $27,500.00 per instance. The problem that has arisen from this new interest in cleaning up broadcasts to protect the general public from being exposed to this indecency is that some of our best programming is in jeopardy. There are some huge corporations behind this programming such as Time Warner, Viacomm, Clear Channel, etc. these corporations are becoming concerned that the government is starting to focus attention on how big they have become and how much power they have to control the media.   Ã‚  Ã‚  Ã‚  Ã‚  Unfortunately, because of this new motivation to control our programming to the FCC?fs liking one avenue of our freedom of speech is being taken away from us. In the 21st Century Media technology and Telecommunication Technology has undergone tremendous changes in its technological advancement. In the 1990’s this technological innovation has given birth to the World Wide Web and the Internet technology.Many writers in this field in many theoretical perspectives have analyzed the impact of media technology on society. In this essay I will discuss the theory of â€Å"technological determinism and its inevitability† using primarily the theoretical and historical evaluation of Media technology on society advocated by Burnett & P. David Marshall in their book â€Å"Web Theory: An Introduction†. In addition I will also use examples of Radio and Television on Western Society and the forces, which shaped the Medias impact on Society values and culture and, way of life as well as how it supplemented or whether it replaced the earlier Media technologies such as Television, radio, News papers and print technologies.Brief history of InternetThe origins of Internet are in the Military Institutions of USA. It was an incidental development to gather  Security information and assimilations within the defense bureaucracy. It was in the public domain as government was involved in its early development. David Marshall they highlight the utility of seeing web as a medium rather than its content because it points in the right direction how a technology incorporates other technologies in the early stages and evolves on a long-term basis rather than replacing past technologies as web uses voice, text, visual and graphics to convey messages and linked with other networks and similar sites.(Robert Burnett, P. David Marshall. 2003 p: 17) In addition McLuhan saw the expansion of television and other communication technology internationally he came with an idea of global village. (Robert Burnett, P. David Marshall. 2003 p: 18). According to Robert Burnett, P. David Marshall this idea of global village in respect of television internationally a least for 80 years in their view television as a media technology has been a major force for the culmination of nation state and nationalistic cultures as well they concl uded in some circumstances the television and other media technologies can have similarities for example the death of Kennedy televised across the world may have produced a kind of global village.However they rejected that these events did not produce sense of community like a village, which depended on interpersonal knowledge to make sense of the world. David Marshall this idea is utopian however they concluded that in smaller ways web technology can produce collective consciousness because of its nature and accessibility to information learning in schools and beyond has become to retrieve information and transform in to knowledge and action rather than route learning and memorization in western societies befo re advent of the web. David Marshall, 2003, p: 20).Examples of existence of Radio and Television in the advent of web TechnologyIn the western world even in the era of web technology some groups get news and other information as a medium as opposed to web technology because of its appropriateness to some groups and in some contexts. For example if say a politician wants to convey a message then Television and radio is preferable to web technology as web technology is not accessible to may people and it has to have some interaction than the other medium and web technology is diffused than has a central point. That is the older technologies have their niche markets even in the advent of web technology and web technology supplements the other older technologies and they don’t replace overnight th ese technologies but in an evolutionary manner they enter in to our lives. The technology in itself has an impact on society.However as envisaged by the technological determinist theorists the dominant technology does not change in a revolutionary manner the society and other factors such as economic, Institutional, social patterns and cultural factors shape the use of technology and they play a part in shaping the society as a whole. In addition all previous technologies loose their transformation power after some time. For example Radio when invented promised a kind of utopian future for human knowledge, education and enhancement and change society in a revolutionary manner but radio did not realize this vision as envisaged by many technological determinist writers and powerful leaders at that time. It applies to Television as well.In addition news papers and libraries still exist side by side with web technology but they use web technologyTo advertise their services and to delive r services efficiently and expand markets as web technology is more spatial than the other technologies.ConclusionAs discussed above technology definitely to some extent shape our lives. However it does not shape our life in a revolutionary manner as proposed by the technological determinist theorists. Other factors play a part in shaping the technology itself and social, Institutional, political and cultural factors affect societies development and progress as well. In addition the new media technology as discussed above do not replace it but supplements and converge. It is also from the above discussion some theoretical insights in a limited manner applies to web technology as well in terms of its collective consciousness in some contexts and seeing web as a medium and the human-technological interface as theorized by some technological determinist theorists.In my view the Technological determinist theory is applicable in some circumstances and context but it is not applicable to web technology or any other technology that technology itself will transform society.
